The National Secretariat for Non-Governmental Organizations (NGO Secretariat) shared the amended draft of the Non-Governmental Organization Registration and Supervision Bill – 2026 with the National Collective of Civil Society Organizations (CSOs) and NGOs upon their request.

To facilitate stakeholder consultation, the Secretariat organized a meeting with representatives of the National NGO Collective on 20 July 2026. The discussion was chaired by Mr. Sampath Manthreenayake, Secretary to the Ministry of Rural Development, Social Protection and Community Empowerment.

During the meeting, the Secretary to the Ministry and the Director General of the NGO Secretariat engaged in an open and constructive dialogue with the representatives of the NGO Collective regarding the provisions of the draft Bill. The discussion provided an opportunity for stakeholders to express their views and raise concerns on certain provisions of the proposed legislation.

The Secretary requested the NGO Collective to submit their observations and recommendations in writing, with specific reference to the relevant clauses of the draft Bill, at the earliest opportunity. The Ministry will explore the possibility of incorporating appropriate amendments where feasible, while ensuring that the primary objective of the Bill; strengthening the regulatory framework for NGOs and minimizing the risks of Money Laundering (ML), Terrorist Financing (TF), and Proliferation Financing (PF) is maintained.
